Abstract

Improving water productivity that is a food production per volume of water use is one of the prominent key to boosting food production with limited water. However, there is no study regarding food water productivity in West Timor and there is limited study regarding the growth of water productivity in the long term, therefore this study would intend to make a remarkable contribution. To doing so, we applied secondary balanced panel data of climate and food production during 16 years to estimate food water productivity, subsequently to estimate total factor productivity (TFP) and its decomposition to efficiency change (EC) and technology change (TC) both in non-parametric using DEA-MI and in parametric using SFA-MI.The results showed that the average value of WPPaddy was in the range of 0.290-0.980 kg rice/m3, WPCorn was in range of 0.759 – 0.874 corn kernel/ m3 or equivalent with 0.428-0.507 kg rice/m3and WPFood was in the range of 0.369 – 0.760 kg rice/m3. During 2000-2015, based on the non parametric estimate, there were a decreasing of TFP and EC and an increasing of TC of WPFood at the rate of 19.16%, 8.03% and 12.10% respectively. Based on parametric approached, proved that water was a prominent factor in food production. There was an increasing of TFP and TC at the same rate of 1.593% while there was a constant EC.
